Top Nav Style Changes #161

The nav elements in the new design are aligned to the center instead if to the right. And there is the addition of a contact us button.

Also there is no down arrow in the new designs so that has to be removed. The mobile view designs need some changes, there is an hr below each top level heading and the sub menu items are indented.

In mobile view the TOC links, which are the sub nav to the page sections is hidden.

More details to come, we don't have the final design package

@OcmCollins made some changes in the existing header block as per the new designs mentioned above.
