Bug: No clear audience listed on the User Guide, thus contradicting the phone number addition #10

Bug description:

No clear audience (which region) were listed on the User Guide

Significance:

I'm not really sure if this is considered Feature Flaw or Documentation Bug (I would go with the latter personally). But because no region of users were indicated, it means that if users were to wish to indicate phone number outside of Singapore (meaning that the phone tag other than +65 is used), the phone section should have the + sign in the first place. A clear indication of who the targeted audience are would have been better.

If the user wishes to cater to multiple phone numbers, they can key in the area code plus the actual number everywhere to be consistent. The field is long enough to allow for this; they could for instance simply key 65912345678 to indicate a singapore number.

This is also addressed in our developer guide, where we do outline the fact that this application is meant primarily for use in singapore to begin with anyway, under our non-functional requirements.

Reason for disagreement: Sorry and let me be clear on this bug (and why I'm nitpicking on it).

Your audience are not CS students - they are tailors (from Singapore). They are not the one reading your Developer Guide, this documentation is reserved for other software developers to reference to. The majority of your audience will refer to your User Guide instead, and there is no region indicated in the UG. Because of that, for example, if a user from outside of Singapore with a different phone code (let's say, +84?) wants to use your app, he will not be able to use the phone field because the phone number cannot be called in the first place. So this is the flaw of not being clear enough in your explanation.

It is why that you indicated your targeted audience more clearly, that this is the app specifically for those stationed in Singapore. This will help narrow down the user base in the first place and avoid such confusions I mentioned above. Tailors as audience would be too broad, and as said, your audience do not read your Developer Guide.
