Add radio info request/response to OpenGD77 interface #239

The request allows to obtain some information about the firmware running the device. There are some subtle differences in the codeplug/call-sign db encoding between devices/revisions. To this end, this information might be helpful.

Created a single issue (#394) for all OpenGD77 related issues. I need to rewrite it anyway.
