Add topic-metadata download. #99

The metadata graphs are cool and all, but researchers probably want to make their own. An option to download a csv with some sort of summary of the metadata values could be really nice. How that looks depends on what type of data they're looking at, so maybe adding this feature on the metadata page as a "download graph data" button would be best. Additionally, adding the metadata values to the topic-document download could be helpful, or perhaps adding a new download for document-metadata-topic. This would allow for the most flexibility with how researchers want to analyze their metadata.

This feels like something we could also add to the correlation and time series plot. Could also be neat to be able to download the SVG as well as the data, but not sure how useful that would be in the case that they are satisfied with our plots.
