Allow the ability to set up the plugin at the project level rather than for each repository. The good thing here is you can override the configuration at each repository level afterwards.

Hi @damilolasodiq, thanks for the pull request. This is a great idea. I've just updated the plug in to the latest version of bit bucket so should get to this change next
