CCD UI - Case list filter #12

Currently a user can only see a filtered list of cases.
Requirement to see all cases (unfiltered).

Also, returning to Case list page reverts to the default values in the filter list. User has to scroll down, often more than one page's worth, to click the Apply button so the actual value takes effect. Frustrating if having to do many times.

JUI and PUI are looking at case list with filter/search capability at the moment.
