Dtspo 17920 add platops app monitoring

Adds flux configuration to run new platops app job on AKS

Extends RBAC to give monitoring service account permission to get pods and get pod logs
Adds platopsapp job to PTL & ptlsbox for now (no point adding everywhere if there is anything that might go wrong initially)

I am using CLUSTER_NAME env var in my code, but don't believe it needs explicitly defining like environment, as we patch it here https://github.com/hmcts/cnp-flux-config/blob/8a17d8418edbbf21085455a1741bd3964106219a/apps/base/kustomize.yaml#L42-L44 for all apps in base. I saw this present under env: for other jobs too.

There will be a follow up PR if this is fine to add to all other envs
