I haven't seen a use for the jurisdiction nav so I think we can remove this part from the ticket.

The Header in the HMCTS Design System library does not follow the patterns here. Update the pattern library please asap.

This component allows custom html to passed in as an item. The HTML/CSS for the alert with number hasn't been done yet.
