Publish an alpha package to NPM

We should follow the principles in GOV.UK Frontend (but check those principles are right for us).

[x] Version the package.json to 0.0.1-alpha
[x] Create Gulp task that moves stuff (components, assets, etc) within src to /package
[ ] Create NPM prepublish script that runs the Gulp task and releases the version)
[ ] Create changelog.md
[ ] Create docs/publishing guide for contributors and for ourselves

Where is 'del' coming from in GOV.UK Frontend?
What's the alternative to package/package.json?
“Once the pull request is approved, merge to master.” — what happens here?
“publish the package has not been published yet” — doesn't make sense?
“create a new tag if the current git tag does not match the latest published tag” — why would it?
