Improve VPN troubleshooting docs #482

Change description

Moved VPN docs off the bottom as I'm very used to AKS being at the bottom and its the most common thing I use on that page
Add some more self help steps
Added a minimal explainer on why disabling ipv6 is needed
Minor rewording
Simplified TOC a bit
