Story Description

GitHub has a feature called a template repository. https://help.github.com/en/github/creating-cloning-and-archiving-repositories/creating-a-template-repository. People can fork this repo but it appears as a new repo, not as a forked repository, with all the files included.

I want to make a Heroku-docker-r template repository so our customers can easily bootstrap their projects.

How do we test this feature so that we know that it is done?

This is a pre-requisite to building GitBook end-user documentation.
