Substance abuse calculation in Housing Outcomes app #24

The substance abuse query calculation appears to have an error, resulting in a lot of blank values for that variable. I'll work on fixing this.

This is fixed. I believe what brought this up was that Joan could not view the degree of difficulty for The Extension: TH-SM-CD-Extension. Now you can view it (it has a DoD of 6).
