CoC-level Reports #5

Add a higher report level - called CoC. When the CoC is selected, have the Group dropdown show up below it so that only groups in the selected CoC are displayed.

I'm changing the Group list to include only the CoC groups, plus a couple other custom groups that users may want. That makes the Group list much smaller, which I think removes the need for this enhancement. Agree/disagree?
