ExitHousingAssessment: SubsidyInformation = 99 should be removed #183

Hi @eric-jahn ,

SubsidyInformation is an optional parameter and, according to CSV, it's value cannot be 99. image

But in XML ( both FY2020 and FY2022 ) 99 is listed as option for SubsidyInformation (even if SubsidyInformation is not a mandatory element). image

Could you please take a look?

NOTE: Please re-generate HUD_HMIS_XML_Schema_generated_documentation.pdf for both FY2020 and FY2022 after code 99 is removed.
