NonCashBenefits: list of mandatory fields is different between XML and CSV #187

Hi @eric-jahn ,

Almost all required fields in XML spec are not required in CSV spec.

Personally I think that BenefitsFromAnySource should still be mandatory for XML because this XML part is only for NonCashBenefits. But other fields should be optional. Please advise.
