Update devfixtures #162

We need to reflect changes in Sections and Plans.

Optional sections
Multiple Sections
Nested Sections
Templates with multiple Sections, considering AnswerSets and Answers

I'm splitting up the devfixtures into data that needs to exist everywhere, and data only needed for development. Further, since we now have import/export of templates, we can stop having templates in the devfixtures and instead import some fixed dev-templates.
