Change how we do devfixtures #199

With template import/export, we can import standard templates instead of recreating devfixtues.

This involves updating the documentation and having a place to store standrad templates with the code.

This might render #162 irrelevant.

We need to be able to set up eestore better, but this is a separate issue. We can keep an eestore-dump in devfixtures for now.

Next version solves both this and #162. EEStore is still a fixture, everything else has moved to a managment command, setup.
