Project Information in Plan #2

Usually, a data management plan will be created before a project exists. There can be cases where a user wishes to create a data management plan for an existing project. What we probably want is the ability to choose if this plan is for a new project or an existing one. I'll update the template with the information needed.

I am thinking: this is maybe not part of H2020 itself, but common to all types of templates. So, choosing (or typing in) a project is something you do before starting with the questions proper.

Work on this has started in the "project"-branch. The idea is to have a drop down for previously recorded projects, or fill in necessary data for not previously recorded projects, all in the same page.
