Natural keys evreywhere, include an export of the template.

Include full template export in V1.

Needed: Plan metadata, answersets? Answerset's natural key is plan+section+identifier.

Autocalculate section visit times? answers.

Pretty much done, export works via CLI, admin, API. Import works via CLI, admin.
