Look into whether it's possible to improve how reference numbers are handled by AT #26

Is there a benefit to using css "speak-as" to assist users of AT in processing reference numbers and acronyms such as PAYE? Is this property supported enough? Does it have bugs? How will AT other than screen-readers interpret it? eg Braille displays Will this make it easier to accurately remember a reference number without having to resort to character-by-character navigation?

Issue seen on [EU exit] Check an EORI number - NVDA and TalkBack read "XI" as "11"

"You searched for ‘XI1234567812334’." is read as "You searched for ‘111234567812334’." (this is only with NVDA) "To check an EORI number that starts with XI" is read as "To check an EORI number that starts with 11"
