DL-2686 - CTR Dependency Updates (JUnitXmlReportPlugin)

Disabled a plugin that was causing the build job to fail as 'Unstable'. Applied fix per https://confluence.tools.tax.service.gov.uk/pages/viewpage.action?pageId=176632503
