Status tags #163

As it stands, the GOV.UK Design System currently includes the “Tag” component and the “Task List” page pattern. However, visual examples, code snippets and guidance for “Tag” only covered the Alpha phase tag, and the examples of status tags within the “Task List” page pattern only covers the “Completed” state. There is very little by way of guidance for using status tags.

In response to need raised by Newcastle designers, we propose augmenting the available guidance, with an entry in HMRC Design Patterns for “Status tag”. We intend for this to be upstreamed to the GOV.UK Design System.

This is a new issue. Status tags have been mentioned in previous discussions #38 #43

howdy hmrc peeps, there's some discussion about the task list pattern and particularly how to signal sections that cannot be started yet for screen readers (especially if the title isn't a link). if there is anything to add in this respect can you add it to the main backlog? https://github.com/alphagov/govuk-design-system-backlog/issues/72

@jennifer-hodgson I'd suggest closing this issue, as the GOV.UK Tag guidance has developed since it was initially raised, and there's an active discussion on the GOV.UK community backlog that this could be folded into.

I was going to echo @kelliedesigner's comments, the GOV.UK Tags have tested much better than the HMRC ones and I think we should remove duplication as much as possible.
