This PR sets the baseline for the sign out link. Previously the baseline for the sign out link was vertically aligned with the middle of the service name and GOV.UK header logo
Now that having the service name in the GOV.UK header has been deprecated (https://design-system.service.gov.uk/components/service-navigation/#showing-your-service-name-only) it makes more sense to align with the baseline of the GOV.UK header logo. The units for line-height have also been changed to unitless values rather than ems to make the computed value more predictable.
For mobile widths the sign out baseline is aligned with the service name
