Update the Add metadata select to support the new Cell-level metadata related actions.

This will involve api work (to get and update the status of the metadata file) and ui work (to implement some of the mockups).
Goal
DON'T implement all of the mockups, only the ones otulined in these goals. This ticket requires you to implement only 1 and 3
Add metadata is updated to have the layout as shown in the mockups.
On clicking Add metadata --> Cell level, it should check if an experiment has a metadata file already. If it doesn't, it should open the upload modal.
Don't implement the behavior if it does.
Before merging, in the Add metadata select, disable the Cell level menu item, it will be enabled in production once the whole cell-level feature is fully implemented.
