[Cell-level metadata] Add file upload details modal

Background The mockups and description of its behavior are outlined here

This will involve api work (to get and update the status of the metadata file) and ui work (to implement some of the mockups).

Goal

• DON'T implement the functionality for the buttons in the modals (replace file, retry upload or download).
• DON'T implement all of the mockups, only the ones outlined in these goals. This ticket requires you to implement only:
  • 2.1
  • 2.2
  • 2.3
• On clicking Add metadata --> Cell level, it should check if an experiment has a metadata file already. If it does, it should open the upload details modal with the correspoinding behavior according to the status of the existing file.
• Before merging, in the Add metadata select, disable the Cell level menu item, it will be enabled in production once the whole cell-level feature is fully implemented.
