[Cell-level metadata] Implement retry, download and replace buttons in the file upload details modal #82

Background The upload details display the upload status of the metadata file an experiment has.

All of this functionality is already implemented

However, the modals also have buttons.

Replace file
Retry upload
Download

Goal

Implement the following:
- Replace file
- Retry upload
- Download
IMPORTANT: In the "Uploading..." state upload details modal, make sure the "Replace file" cancels the previously ongoing upload before beginning the new one.
