could not get the API access

Looks like REST API is not started after the webserver is up https://github.com/konradjk/exac_browser/issues/342#issuecomment-395842196 Can you please restart it ASAP

@andrew-guidetti Are you the maintainer of the backend? Is it possible to estimate when the REST API will be back on? Seems to me the db needs a reset, or the tables are missing
