It appears that alerts that are in resolution state "Awaiting Evidence" get re-updated (to "Awaiting Evidence" during the Escalate Alerts phase. If the existing resolution state is "Awaiting Evidence" and the new resolution state is also "Awaiting Evidence", then no update should be performed.
In general, if no change to resolution state (or owner) is being made, then the alert should not be touched.
