Assign-ScomAlert: Validate XML schema for the config files

The config files should have an extra layer of validation prior to being consumed by the scripts to ensure there aren't any schema errors.

• Create XML schema
• Exit the script when the schema is not valid
• Create rule which fires when schema validation fails
