Add report menu options (perhaps separate reports) to drive navigation.

Completed. Selected dashboard reports now support content menuing. These reports will have a separate (non ) entry in dbo.ReportHeader and each subitem will have an entry in dbo.ReportContent. Admins can change the sort sequence and object behavior by editing the ReportContent table. Note that different entries will be presented differently depending on the report context.
