Even with incomplete and wrong Captcha value the forms get submitted #192

What steps will reproduce the problem?
1. Enter all the letters in the captcha except the last one.(e.g if the captcha 
value is Sdefg 123ER, enter Sdefg 123E{leaving the last letter} the captcha 
gets submitted without any error)
2. Submit the form
3. Form is submitted with the wrong captcha value.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.

This is by design.
