feat(Roles$permissions): Allow updating permissions when updating a role #325

Description

This Pull Request Includes updates to the update role feature, allowing permissions to also be updated when updating a role

Closes #214 and #1130

Changes proposed

update Update Role request Dto
update commend handler to handle permissions
Update tests to follow changes to the command handler

update update role command handler to update permissions as well
