chore: add staging deploy #343

Description

Add a staging deploy workflow
Add volumes for Redis
Remove development and staging workflows
Add a single workflow that builds and runs tests on pull requests
Delete unnecessary files

How Has This Been Tested?

1. Local tests on local machine
