Description

The "Scroll to Top" button should be more consistently visible and remain on the screen longer

Acceptance Criteria

  1. The "Scroll to Top" button is visible whenever the user has scrolled down beyond the top of the page.
  2. The button remains visible at all times when the user is scrolling the page
  3. The button remains visible for at least 10 seconds after scrolling stops to give users ample time to see and click it.
