[FEATURE] Create the latest article card component

Implement a reusable latest acticle card component that accepts props of the card content as seen in the design. Implement both the web and mobile view of the componet.

Acceptance Criteria

• Pixel perfect implementaiton
• Responsive implementation
• Clean code
• Make use of reusable components where needed, make one if needed
• Follow the contribution guidelines and code of conduct

Requirements

A resuable component that accepts the following props;

• Blog title
• Blog description
• Author profile
• Author name
• Reading time of the blog
• Blog creation date
• Blog main image
• Link to the blog detail page of the article
• Blog tag

• Manaully test before making a pr
