Measurement time extraction in PTR32 #30

The measurement time (for 10 s measurements and 200 cps rate) shows up as ~6.9 s.

With increasing rate this improves (at 315000 cps singles rate the measurement time is recorded as 9.995s).

There seems to be some arbitrary low count rate below which INCC6 does something different. I do not understand this, but can work with Joe to see what is going on.

This is a hardware issue, and I am not aware how to fix. The PTR has some lag in storing pulses in the register, and we don't get all the pulses. Arbitrary delay of 1 s as described by Husti does not work for us at low count rates.
