Split into client/server roles? #3

Looks like there's not a lot of overlap between the client and server roles

The reasoning in https://github.com/ho-ansible/rsyslog/issues/3 argues for keeping one unified role: client/server are mutually exclusive, use same config file, and are run by same service (hence use same handler).
