Unable to download Spreadsheet #400

What steps will reproduce the problem?
1. Attempt to download spreadsheet using the template described in the 
Developers Guide v3
"GET /feeds/download/spreadsheets/Export?key=resource_id&exportFormat=format"

What is the expected output? What do you see instead?
- Expect a document, get a 403 not found

What version of the product are you using? On what operating system?
GData 1.6.0.0

Please provide any additional information below
- Works if you use Content.src path
