re-create new Paint and Document Toolbar to Property Inspectors

the Paint and Document Toolbar should fit into the *Property Inspector* Design.
Meaning you have some free Inspectors you can open and close, with buttons
who are enabled if for example a Document is selected.

This will make it more easy to extend the Toolbars with new Tools

This has to be done before changing other stuff on whiteboard Tools, thats why
priority is higher for this Issue

committed an early stage of development into SVN with r1457
You have to enable the new Panels in the config.xml.

Next steps will be:
Setting the Modus from the whiteboard to the mainToolsPanel
Setting the correct name to the Property Panel by the right Modus-Name
Setting the correct Items to the Property Panels
Update the Properties from the Panel to the Object
Add Opacity to Objects
Add different Border Styles to Properties
Add Document Panel (for navigation in Documents)

the document panel is added too, but this needs still some slight modifications.
You can now also jump to any page by editing the page-number in the 
edittext-field.
