No verification code is being sent #549

Hi,

using OpenMeetings 0.5.2 r1593. Though sendEmailWithVerficationCode is set 
to 1 a new user doesn't get a verification code by mail. The mail being 
sent just contains the user credentials.

yes Its just prepared I did not implement any real activation yet for 
OpenMeetings.
