Add Moderated Room

In additon to the current setup => where everybody is allowed to share
webcam there should be a Moderated Modus:

1) Where only the Moderator does allow who is able to share the webcam
2) Where the Moderator allows people to draw on the whiteboard (simultaneously)

this room should automatically created for each user. And there should be
somehow a Demo / Guest system to create that room.

=>this will not be fixed with this Issue and I will not implement it for 
now.... it
makes no sense for me in the Conference Modus. Maybe in the Event/Classroom 
Modus

Fixed in r1861:
=> If a user has no webcam (did choose NO devise from the drop down menu) there
will be shown no Video-Pod with User-Image => instead there is a list of
participents
=> on this list you can see => who is moderator, who has the right to draw to
whiteboard, you can re-start you audio/video again, so in case you have chosen
NO device => your video pod will pop-up again
=> as a moderator you have additional buttons to add / remove the right to draw
on whiteboard
