Email not sent to user if added not via frontend #679

Which version of OpenMeetings are you running?

If an administrator registers a new user via Administration interface, the 
sign-up email is not sent no matter if sendEmailAtRegister is 1 or 0. I 
think this isn't right, because users that have been registered by admin 
are in more need of this email to know if they can login than those who are 
able to register via frontend. Attached is the simple patch fixing the 
issue.

I've applied this patch for r1980 and found, that it fixes the problem. BTW, 
you can 
visit our test server http://212.45.28.27:5080/openmeetings/.
