Enhancement: new presenter option #692

Which version of OpenMeetings are you running?  0.7 RC2

I recommend a new level of access called presenter which would be between 
user and moderator and would have access to upload presentations, use 
white board tools, etc.  I want to be able to activate multiple presenters 
in a conference so that users can have a more free flowing interaction.

Currently, we have tried to achieve this by appointing multiple moderators 
in a conference, but that gets really confusing because each "moderator" 
then receives all administrative approvals, such as approving a change in 
moderator.
