Sharing screen: too many "Bad Bandwidth" windows #729

Sometimes, when sharing the screen, the "Bad Bandwidth" error window 
appears. The problem is that almost every second a new window comes, and 
the old one is not cleared. If you exit the room, all these windows still 
on the screen. You have two options:
1)  Close them manually. But it could be 100 windows, it's so hard to close 
them all
2) Press "Reload" in the browser.

I propose the client side to close "Bad Bandwidth" window a moment before 
the new one appears. Another option is to invent a new way to indicate that 
the bandwidth is "bad".

Which version of OpenMeetings are you running?

I think we should provide some short-term solution for current implementation 
of screen 
sharing.

The patch is a short-term solution to shut annoying "Bad Bandwidth" windows.
I hope to make a proposal or a patch to improve this solution.

Insted of pop-up windows I propose to have another indicator. When the screen 
is 
shared and the bandwidth is low, use the bar "Sharing your Screen". The caption 
like 
"Low Bandwidth" (or something) should be there. See the attached screenshot.

What do you think?
