Chaining of backoff algorithms #29

Our evaluation CAS consumers currently allow the user to specify a single 
backoff algorithm using a configuration parameter of type String.  It would be 
better if the user could instead specify a chain of backoff algorithms.  In 
this case the user would specify them with a configuration parameter of array 
type.
