Upgrade to UBY 0.4.0 #7

The UBY module needs to be rewritten for the new UBY API.  The old API used in 
the framework does not work with the new UBY database.

UBY 0.3.0 depends on DKPro Core 1.5.0, which depends on uimaFIT 2.0.0.  We 
currently use DKPro Core 1.4.0 and uimaFIT 1.4.0.  So possibly we will need to 
upgrade DKPro Core and uimaFIT if we want to use UBY 0.3.0.  The uimaFIT API 
changed between 1.4.0 and 2.0.0; some methods from 1.4.0 which we rely on 
(particularly in the JUnit tests) seem to be gone.  We'll need to find out what 
replacements for them are available.

UBY 0.4.0 should be released some time between 9 and 12 October.  I have 
upgraded the snapshot version of DKPro WSD in anticipation of this.  The code 
compiles but needs to be tested (with a UBY 0.4.0 database) once UBY 0.4.0 is 
officially released.
