When running HOBBIT in local or private environments, often there is no need to have Keycloak and restrictions with user accounts. Moreover, Keycloak is not trivial to configure to run in some trivial environments.
Solution
Add an option for the HOBBIT UI to disable Keycloak integration and allow all actions to be performed.
