Replace URL for Weave Net manifest #78

The host cloud.weave.works is gone, likely due to end of service (https://www.weave.works/blog/weave-cloud-end-of-service).

Thanks for your PR. Could you move the version to the appropriate tf file, just like here? That would be great 👍🏻

I have a feeling they won't release new versions, but yet again it's consistent to use a variable. Done.
