IRC, add the three buttons from the network settings to the account manager dialog. #129

Hello,
when an user create a new IRC account, and the server is not in the list, 
the user stumble in the dark.
It's not self-instructional that he must press the "Settings" button below 
the list of available accounts or exit the account dialog and open the IRC 
network settings to add another server.

At least a "+" button should be on the IRC dialog in the account manager.
