Well, if your contact is using ICQ6.5 this can be a normal behaviour - original
clients implement quite restrictive spam filter, which prevents the reception 
of most
URL links.

Worked for me with Miranda and ICQ6.5 both ways. I'll close this anyway since 
it's
most likely not fixable.

Farvater, please return to this if you can provide more information indicating 
a bug.
